Technically yes. However you may not use it while in flight. If you’re caught with it on, you may face charges when the plane lands.
Yes it will but unfortunately the airlines do not allow you to operate a GPS while riding in the airplane. Most GPS units have a setting for "off-road" or for walking. You can use this setting to track a flight in an airplane. Another problem with commercial airliners is that the aluminum body of the airplane is an effective shield against your GPS unit picking up the satellite transmissions. You would have to hold the unit up against a window in order for it to pickup anything.
